The Municipality begins to plan.

  • The census of 1931 revealed that the walled city area was crowded with as many as 90 persons per acre, while New Delhi had only about three persons per acre.
  • The poor conditions in the walled city, did not stop it from expanding.
  • In 1888, an extension scheme called the ‘Lahore Gate improvement Scheme’ by Robert Clarke for the Walled City residents. The idea was to draw residents away from old city to new type of city market square, with a mosque in the center and shops around the edges . The main reason behind this scheme was to persuade a flow of population from the crowded parts of the towns of Delhi to certain other areas and relieve congestion within the old city.
  • The Delhi Improvement Trust was set up in 1936, and it built areas like Darya Ganj South for wealthy Indians. It undertook many schemes like town expansion , slum clearance and slum Improvement scheme for improvement of Delhi.
  • Streets in this redevelopment strictly followed the grid pattern, and were of identical width, size and character. Even in 1912, water supply and drainage in these new localities was very poor.
  • Houses were grouped around parks. Within the houses, space was divided according to new rules of privacy. Instead of spaces being shared by many families or groups, now different members of the same family had their own private spaces within the home.
